How DVA Cleaning Works in Melbourne

How DVA Cleaning Works in Melbourne

If you hold a DVA Gold Card or White Card and you’ve been assessed as needing help around the home, you may be eligible for funded house cleaning. There are two main DVA programmes that pay for cleaning services, and Excel Cleaning can support you under either one.

Veterans’ Home Care (VHC)

The most common path. VHC is designed to help veterans stay independent at home through regular, lower-intensity support — including domestic assistance like cleaning, laundry and changing linen. To access VHC, you contact a VHC Assessment Agency on 1800 555 254, who arranges an in-home assessment and approves your hours.

DVA Household Services

Available to veterans whose accepted service-related condition prevents them from doing housework. Eligibility is assessed under the MRCA or DRCA legislation, and the service is funded directly by DVA. Your Rehabilitation Coordinator or DVA case manager will help you apply.

Who this service is for

  • Veterans with a DVA Gold Card or accepted White Card condition
  • War widows and widowers receiving DVA support
  • Carers of eligible veterans needing respite from household tasks
  • Family members or coordinators arranging cleaning on a veteran’s behalf

Our Process

How to Book Your DVA Clean

From eligibility check to your first clean — usually within 1–2 weeks of approval.

1

Check Your Eligibility

If you don’t already have approved VHC or Household Services hours, call DVA on 1800 555 254 for VHC, or contact your DVA case manager for Household Services. They’ll arrange an assessment and approve your hours.

2

Tell Us About Your Home

Once you have funding approval, give Excel a call on (03) 9372 0190 or fill in the form. Let us know your approved hours, what tasks matter most, and your suburb.

3

Meet Your Cleaner

We match you with a Melbourne cleaner experienced with older clients and veterans. They visit your home, walk through the routine, and agree on a regular day and time.

4

Ongoing Service, Fully Invoiced

Your cleaner arrives on the same day every visit. We invoice your VHC provider, DVA, or you directly — whichever applies. The 2026 DVA rate of $79.90/hr inc GST is the most we’ll ever charge for funded hours.

Family-Owned, Melbourne-Focused

Family-Owned, Melbourne-Focused

Excel Cleaning has been keeping Melbourne homes spotless since 2013. What started as a small family business in Moonee Ponds has grown into one of the city’s most trusted cleaning teams, with over 500k + cleans completed across 385 suburbs.

We’re not a franchise and we’re not an app. Every cleaner on our team is hand-picked, police-checked, and fully insured. We match you with one person who learns your home and comes back every visit. No rotating rosters, no strangers, no surprises.

Whether it’s a weekly clean, a one-off reset, or help through a government-funded programme, the standard is the same: reliable, thorough, and respectful of your space.

The standard maximum rate DVA service providers can charge for the 2026 calendar year is $79.90 per hour, inclusive of GST. This is the published rate from the Department of Veterans’ Affairs and applies for the duration of your approved service period. You don’t need to seek further DVA approval for your provider to charge up to this rate. Excel Cleaning charges at or under this rate for all VHC and DVA Household Services work.

A DVA cleaner is a professional house cleaner whose work is funded by the Department of Veterans’ Affairs on behalf of an eligible veteran. The veteran is approved for a set number of hours under either the Veterans’ Home Care (VHC) programme or DVA Household Services. The cleaner provides regular domestic assistance and the provider invoices DVA or the VHC agency directly so the veteran doesn’t pay out of pocket.

Yes. DVA funds house cleaning under two programmes: Veterans’ Home Care (VHC) for veterans needing lower-intensity support to stay independent at home, and DVA Household Services for veterans whose accepted service-related condition prevents them from doing housework. Both programmes fund cleaning at the published 2026 rate of $79.90/hr inc GST. Excel Cleaning works with veterans across Melbourne under both programmes.

You may be eligible if you hold a DVA Gold Card or an accepted White Card and one of the following applies: (a) you’ve been assessed as needing in-home support to live independently (VHC pathway), or (b) you have an accepted service-related condition that prevents you from managing housework, assessed under MRCA or DRCA (Household Services pathway). To find out, call DVA on 1800 555 254 for VHC or speak to your DVA case manager for Household Services.

If you already have approved VHC or DVA Household Services hours, just call Excel Cleaning on (03) 9372 0190 or fill in the form on this page. Let us know how many hours you’ve been approved for, your suburb, and what tasks matter most. We’ll match you with a cleaner and start your first clean — usually within a week.

Yes. We assign one cleaner to each DVA client, and they come on the same day at the same time. Routine matters — especially if you’re older, have mobility limits, or rely on a familiar face for support. If your regular cleaner is unavailable, we’ll let you know in advance and send a trained replacement who’s been briefed on your needs.

Absolutely. Many of our DVA clients are set up by adult children, partners, or carers. A family member can be our point of contact for scheduling, billing and feedback. Just let us know who to talk to, and we’ll keep them in the loop.

We service over 385 suburbs across Melbourne — inner-city, eastern, northern, western, south-eastern, and bayside. From Brighton to Werribee, Mornington to Eltham, Footscray to Ringwood. Check our service areas page or call us to confirm your suburb.
